A firm protested an Army contract award for meals and lodging, contending that the Army improperly awarded the contract before offerers could protest the awardee's size status. GAO held that the protester was not prejudiced by the Army's delay, since the Small Business Administration determined that the awardee was a small business. Accordingly, the protest was denied.
