A firm protested the Bureau of Indian Affairs' (BIA) rejection of its bid and contract award for transformers, contending that BIA unreasonably determined that its bid lacked sufficient descriptive literature. GAO held that the solicitation's failure to adequately advise bidders of the nature and extent of descriptive literature it required contributed to bidder uncertainty and disparate bid evaluations. Accordingly, the protest was sustained, and GAO recommended that BIA reimburse the protester for its bid and protest preparation costs.
