A firm protested an Army contract award for food services, contending that the Small Business Administration (SBA) failed to analyze the impact of the procurement's restriction to disadvantaged small businesses. GAO would not review SBA compliance with its own internal procedures, since the protester failed to show that SBA acted fraudulently or in bad faith. Accordingly, the protest was dismissed.
