An individual requested reconsideration of his denied claim for a gratuity for his brother's death which occurred while his brother was on active duty with the Navy during World War II. The individual contended that he recently learned of the gratuity benefit. GAO held that: (1) the claim was barred by statute of limitation, since GAO did not receive it within 6 years from the date it first accrued; and (2) it lacked jurisdictional authority to make an exemption to the rule. Accordingly, the claim was denied.
