A firm requested reconsideration of its dismissed protest against the Army's determination that it was nonresponsible and the Small Business Administration's (SBA) subsequent refusal to issue it a certificate of competency. GAO had held that the protester failed to provide sufficient evidence that the Army acted fraudulently or in bad faith. In its request for reconsideration, the protester contended that the Army and SBA failed to consider vital information concerning its responsibility. GAO held that the protester: (1) should have raised this issue in its original protest; and (2) failed to sufficiently respond to SBA requests for information regarding its responsibility. Accordingly, the original dismissal was affirmed.
