A firm protested the Government Printing Office's (GPO) nonresponsibility determination under a solicitation for book and pamphlet production, contending that GPO should have awarded it the contract, since: (1) GPO had informed it that a security clearance was not required at bid opening; and (2) it did not have sufficient time to obtain the clearance before award. GAO held that: (1) the GPO determination was proper, since the protester failed to obtain the required clearance; and (2) the protest lacked merit, since obtaining the clearance was relevant to contractor performance. Accordingly, the protest was dismissed.
