A firm protested the Air Force's rejection of its low bid for copier services, contending that the Air Force: (1) improperly determined that its bid was nonresponsive based on its failure to acknowledge receipt of a material amendment; (2) should have waived the requirement, since the amendment was merely a clarification; and (3) ambiguously required acknowledgement. GAO held that the: (1) Air Force properly rejected the protester's bid as nonresponsive, since it failed to acknowledge receipt of a material amendment; (2) protester could not cure its nonresponsive bid after bid opening; and (3) protester untimely protested the alleged ambiguity. Accordingly, the protest was denied.
