A firm protested the Air Force's use of work classification procedures under a solicitation for modular facilities, contending that the Air Force should have classified it as manufacturing, since the installation of the buildings was incidental to the sale of the prefabricated equipment. GAO would not consider protests against work classifications used to determine the small business size standard, since the Small Business Administration had conclusive jurisdiction over such matters. Accordingly, the protest was dismissed.
