A firm protested any contract award to another firm under a Navy solicitation issued as a small-business set-aside, contending that the: (1) Navy improperly determined that it was nonresponsible; and (2) Small Business Administration (SBA) improperly refused to issue it a certificate of competency. GAO held that both the Navy and SBA acted properly, since the protester's plan to subcontract more than 50 percent of the work made it ineligible for award. Accordingly, the protest was dismissed.
