A firm protested the General Services Administration's (GSA) rejection of its bid for passenger buses as late, contending that: (1) government mishandling caused the late receipt of its hand-carried bid; (2) another federal agency timely received and accepted its bid; and (3) rejection of its bid created a sole-source procurement. GAO held that GSA properly rejected the bid, since the: (1) protester's delivery agent misdelivered the bid; and (2) other agency's acceptance of the bid did not constitute timely receipt. Accordingly, the protest was denied.
