A firm protested the Department of Commerce, Minority Business Development Administration's (MBDA) rejection of its bid for research, contending that: (1) Commerce improperly evaluated its proposal; (2) MBDA improperly intervened in the evaluation; and (3) Commerce failed to timely notify it of awards under the solicitation. GAO held that the protester: (1) untimely filed its protest more than 5 months after Commerce rejected its proposal; and (2) failed to diligently pursue its protest before Commerce notified it of the awards. Accordingly, the protest was dismissed.
