A firm requested reconsideration of a sustained protest of an Air Force contract award to it. GAO had held that the Air Force should reopen discussions and, if appropriate, request an additional round of best and final offers. In its request for reconsideration, the awardee contended that the: (1) Air Force's request for a price breakdown did not constitute discussions; and (2) recommended relief was inappropriate. GAO held that: (1) the request for a price breakdown to determine if the bid was materially unbalanced constituted discussions; and (2) since the Air Force did not conduct discussions equally with all offerers, the recommended relief was appropriate. Accordingly, the request for reconsideration was denied.
