A firm protested a Department of Health and Human Services (HHS) contract award to another firm for electrocardiogram services, contending that: (1) the awardee's technical proposal was deficient, since it did not meet the solicitation's requirements; and (2) HHS improperly awarded the contract on the basis of initial proposals. GAO held that HHS properly awarded the contract: (1) since it reasonably determined that the awardee's proposal met its requirements at the lowest overall cost; and (2) on the basis of initial proposals, since the solicitation allowed it to do so. Accordingly, the protest was denied.
