A firm protested the Defense Logistics Agency's (DLA) rejection of its bid to supply brand-name diesel injectors, contending that: (1) DLA erroneously required that offerers be authorized or licensed to rebuild the injectors; (2) DLA improperly rejected its bid based on a defective specification; and (3) it was entitled to reimbursement for its bid and protest preparation costs. GAO held that the: (1) protest was academic, since DLA reinstated the protester and amended the solicitation; and (2) protester was not entitled to reimbursement for its bid and protest preparation costs. Accordingly, the protest and claim were denied.
