A firm protested two Air Force specifications as unduly restrictive under a solicitation for test stands, contending that the Air Force failed to correct deficiencies GAO had noted in an earlier protest. GAO held that the: (1) Air Force properly revised its temperature test consistently with the GAO recommendation; and (2) protester failed to show that the revised noise-level test was unduly restrictive of competition. Accordingly, the protests were denied.
