A firm protested the Navy's decision to reopen negotiations and request a new round of best and final offers under a solicitation for referral and counseling services, contending that the Navy improperly determined that its bid contained material defects. GAO held that the Navy properly reopened the discussions after discovering that the protester's proposal did not include required letters of commitment from proposed employees. Accordingly, the protest was denied.
