A firm protested a Navy restriction on individual sureties' performance and payment bonds under a solicitation for building repairs and interior painting, contending that the restriction: (1) unduly restricted competition; and (2) made it impossible for offerers to use individuals as sureties. GAO held that the Navy properly applied the restriction, since the Federal Acquisition Regulation authorized its use in a pilot program aimed at improving the agency's procurement efforts. Accordingly, the protest was denied.
