[Protest of BLM Contract Award for Fence Repair]

A firm protested a Bureau of Land Management (BLM) contract award to another firm for fence repair, contending that BLM: (1) improperly allowed the awardee to correct its bid after bid opening; and (2) should have awarded it the contract as the low responsive bidder. GAO held that BLM improperly permitted the awardee to correct the error, since it was not apparent that the awardee intended to bid differently from its stated price. Accordingly, the protest was sustained, and GAO recommended that BLM terminate the contract and award it to the protester, if appropriate.
