[Protest of Any Bureau of Engraving and Printing Contract Award]

A firm protested any Bureau of Engraving and Printing contract award, contending that: (1) the solicitation specifications restricted competition; and (2) GAO should consider its untimely protest, since it was not aware of the basis for protest until after contract award. GAO held that the protester should have been aware of its basis for protest prior to award, since the protest concerned allegedly restrictive specifications which were apparent prior to bid opening. Accordingly, the protest was dismissed.
