A firm requested reconsideration of its dismissed protest against an Air Force contract award for polychlorinated biphenyls servicing. GAO had held that, as fourth low bidder, the protester had insufficient interest to challenge the low bidder's responsibility. In its request for reconsideration, the protester contended that it had also meant to challenge the responsibility of the three low bidders. GAO would not reconsider its decision, since the protester had the opportunity to examine its competitors' bids, determine its own status, and timely file a complete and correct protest. Accordingly, the dismissal was affirmed.
