A firm protested the Air Force's rejection of its low bid as nonresponsive under a solicitation for airfield pavement maintenance and repair, contending that the Air Force unreasonably determined that its bid bond was unacceptable because the bonding company inserted 11 zeros in the maximum amount block on the bond form. GAO held that the Air Force unreasonably concluded that the bond imposed no liability on the surety, since the bond stated that it bound the surety to the required amount. Accordingly, the protest was sustained, and GAO recommended that the Air Force terminate the current contract and make award to the protester, if appropriate.
