A firm protested a Navy contract award for technicians to operate and maintain a surveillance system, contending that the Navy: (1) unreasonably excluded its bid from the competitive range, since its technical evaluation rating was only slightly lower than a bid within the range; and (2) arbitrarily and capriciously awarded the contract at an unreasonable cost. GAO held that the: (1) Navy reasonably excluded the protester's bid from the competitive range, since it was significantly deficient; and (2) protester was not sufficiently interested to challenge the award, since it would not be in line for award if the protest were sustained. Accordingly, the protest was denied in part and dismissed in part.
