A firm protested a Navy contract award, contending that: (1) it did not receive the solicitation; and (2) the awardee's bid did not conform to the solicitation specifications. GAO would not consider the protest, since the protester: (1) untimely filed the portion of its protest concerning the Navy's failure to send it the solicitation; and (2) was not sufficiently interested to protest, since it would not be in line for award even if its protest were sustained.
