GAO commented on the probable effects of the Surface Transportation and Uniform Relocation Assistance Act of 1987 (STURA) on the construction of a subway. GAO noted that: (1) Congress is obligated to provide the necessary funding for completion of the project; (2) the act extended the contractual obligation to provide funding for the system through fiscal year 1991; (3) the federal government was obligated to reimburse the funds expended on the project; and (4) Congress could enact new legislation to enable it to control the disbursement of funds for the project.
