A firm protested a Navy contract award for travelling wave tubes, contending that the awardee could not meet a definitive responsibility criterion requiring previous manufacturing experience. GAO held that, since the solicitation merely stated that adequate data was not available from firms that had not previously manufactured the tubes, it did not establish an objective standard and was not a definitive responsibility criterion. Accordingly, the protest was dismissed.
