A firm protested the Army's rejection of its bid as nonresponsive, contending that acceptance of its bid would be in the best interests of the government. GAO held that: (1) the Army properly rejected the protester's bid, since it did not comply with clearly stated solicitation specifications regarding the delivery schedule; and (2) possible monetary savings did not justify acceptance of a nonresponsive bid. Accordingly, the protest was denied.
