A firm protested the Army's termination of its contract for an ophthalmic laser and resolicitation under revised specifications, contending that: (1) its laser met all the solicitation requirements; and (2) the Army incorrectly determined that the original specifications were ambiguous. GAO held that the Army: (1) reasonably determined that the specifications were ambiguous, since they were unclear regarding laser performance; and (2) properly terminated the contract, since the ambiguous specifications restricted full and open competition. Accordingly, the protest was denied.
