A firm protested a Navy contract award, contending that the Navy should not have rejected its low, technically acceptable bid. GAO held that the Navy properly awarded the contract to a technically superior bidder, since the solicitation stated that price was the least important evaluation factor. Accordingly, the protest was dismissed.
