A firm requested reconsideration of its dismissed protest against an Air Force solicitation for spectrometers. GAO had not considered the protest, since the protester had contended that the solicitation was not sufficiently restrictive to limit offers to systems based on its equipment. In its request for reconsideration, the protester contended that procurement of any other system would have an adverse effect on systems currently in use. GAO would not consider the protest, since its role was to ensure full and open competition. Accordingly, the dismissal was affirmed.
