A firm protested the Air Force's cancellation after bid opening of a small business set-aside solicitation for battery carts and chargers, contending that the cancellation was arbitrary and capricious. The protester also claimed reimbursement for its bid and protest preparation costs. GAO held that: (1) the Air Force properly cancelled the solicitation after it determined that the brand-name specifications were too restrictive and improperly limited competition; and (2) since the cancellation was proper, the protester was not entitled to reimbursement for its bid and protest preparation costs. Accordingly, the protest was denied.
