Two firms protested any Marine Corps contract award for spectrum analyzers, contending that each bidder submitted descriptive literature that rendered its bid nonresponsive. One protester also contended that the inclusion of preprinted prices in the other protester's literature rendered its bid nonresponsive. GAO held that: (1) since the Corps did not clearly establish its descriptive literature requirements, the literature was only informational; and (2) the preprinted prices did not render the bid nonresponsive, since the bidder precisely established its price elsewhere in its bid. Accordingly, one protest was denied and the other protest was dismissed.
