An individual protested a General Services Administration (GSA) solicitation for the lease of office space for the Mine Safety and Health Administration (MSHA), contending that: (1) an amended geographic requirement was unduly restrictive; and (2) GSA failed to act in accordance with a regulation supporting women-owned businesses. GAO held that: (1) MSHA reasonably determined that the restriction was needed to reduce inspectors' travel time to and from coal mines; and (2) since the protester's property location was not within the acceptable geographic range, the preference for women-owned businesses did not apply. Accordingly, the protest was denied.
