A firm requested reconsideration of the denial of its protest against a Navy contract award for equipment documentation, contending that GAO should have sustained its original protest, since the Navy: (1) failed to make relevant documents available to it; (2) improperly evaluated bids; (3) should have made award on the basis of initial proposals; and (4) failed to conduct any cost-realism analysis. GAO held that the: (1) Navy properly withheld documents it considered to be privileged; (2) protester's reiteration of its original arguments concerning the Navy's evaluation of bids and request for best and final offers did not provide a basis for reversing the original decision; and (3) Navy conducted a proper cost-realism analysis. Accordingly, the original decision was affirmed.
