A firm protested the Air Force's rejection of its technical proposal for parachute rip cord releases as unacceptable, contending that the: (1) solicitation specifications overstated the Air Force's actual needs; and (2) Air Force had previously advised it that its design was acceptable. GAO held that the protester: (1) untimely filed the portion of its protest concerning the solicitation requirements; and (2) did not furnish proof of the Air Force's alleged prior approval of its design. Accordingly, the protest was denied in part and dismissed in part.
