A motor carrier requested review of General Services Administration (GSA) audit actions to recover alleged overcharges for 38 shipments, contending that GSA used inapplicable tenders, since it used regular equipment to make the shipments. GAO held that GSA: (1) incorrectly applied the tenders to 13 shipments for which the carrier used its regular vehicles; and (2) correctly applied the tenders to 25 shipments for which the carrier used special equipment. Accordingly, the GSA actions were sustained in part and overruled in part.
