A firm protested a Navy contract award for waste oil rafts, contending that: (1) it was the low responsive bidder for the basic quantity and there was no indication that the Navy would exercise options; and (2) the awardee's bid was unbalanced because differences between its basic and option unit prices were much greater than other bidders'. GAO held that the: (1) Navy properly awarded the contract based on evaluation of both basic and option prices, as the solicitation required; and (2) awardee provided adequate justification for its bid-price differences. Accordingly, the protest was denied.
