[Protest Against Army Contract Award for Gunnery Range]

A firm protested an Army contract award for the construction of an aerial gunnery range, contending that the Army: (1) improperly evaluated proposals; (2) failed to disclose certain evaluation factors; (3) improperly evaluated offerers' subcontractors; and (4) should not have used negotiated procurement. GAO held that the: (1) Army properly evaluated proposals; (2) Army was not required to disclose its point-scoring system; and (3) protester untimely complained about the Army's evaluation of subcontractors and use of negotiated procurement. Accordingly, the protest was denied in part and dismissed in part.
