A firm protested the Tennessee Valley Authority's (TVA) rejection of its bid for mobile partitions, contending that, since the bid opening room clock was fast, TVA erroneously rejected its bid as late. GAO held that the bid opening officer properly used the clock to determine that the bid submission period had expired. Accordingly, the protest was dismissed.
