A firm protested an Army contract award for turbine engine gears, contending that the Army: (1) improperly disclosed its pricing information during discussions; (2) improperly waived first-article testing for the awardee; and (3) should have solicited sealed bids rather than competitive proposals. GAO held that: (1) the protester failed to offer any evidence supporting its contention that the Army disclosed its prices; (2) since the awardee's product passed first-article testing under another contract, the Army reasonably waived the testing; and (3) the protester untimely filed after bid opening its contention concerning alleged solicitation defects. Accordingly, the protest was dismissed in part and denied in part.
