A firm protested the Air Force's cancellation of a solicitation for janitorial services, contending that the Air Force improperly cancelled the solicitation to alter the mode of procurement and the nature of the required services. GAO held that the protester: (1) untimely filed its protest more than 10 days after it knew the basis for protest; and (2) failed to diligently pursue the protest. Accordingly, the protest was dismissed.
