A firm requested reconsideration of the dismissal of its protest against an Army contract award. GAO had held that the protester, as a potential subcontractor, was not sufficiently interested to protest. In its request for reconsideration, the protester contended that the award would directly affect its economic interest. GAO held that, since the protester was not an actual or prospective bidder under the solicitation, it did not have the requisite economic interest to protest. Accordingly, the dismissal was affirmed.
