A firm protested the Department of the Interior's cancellation of a solicitation for helicopter services, contending that Interior improperly: (1) cancelled the solicitation after bid opening, since the deficiencies were minor; and (2) resolicited the procurement, since it did not substantially modify the original solicitation and would not affect price. The protester also contended that Interior should either: (1) award it the contract under the original solicitation; or (2) reimburse it for its bid and protest preparation costs. GAO held that: (1) Interior properly cancelled the solicitation, since the specifications omitted certain requirements and overstated others; and (2) the protester failed to provide any information on the cost of the modifications. Accordingly, the protest and the claim were denied.
