A firm protested the Navy's rejection of its bid for a transmitter as nonresponsive, contending that its bid was responsive, since it offered an alternate product that would meet the brand-name specifications. GAO held that the Army properly rejected the protester's bid, which did not include descriptive literature identifying its offered product or demonstrating that its product was equal to the brand-name product. Accordingly, the protest was dismissed.
