A firm protested an Air Force solicitation for roof repairs, contending that the: (1) fibrous glass insulation requirement limited bidders to a single manufacturer and was unnecessary; and (2) Air Force failed to explain why it required fibrous glass insulation. GAO held that the: (1) the protester failed to show that the Air Force's determination of its minimum needs was unreasonable; (2) protester did not rebut the Air Force contention that substitution of another insulation material would require roofing design changes; and (3) Air Force was not required to justify its requirements. Accordingly, the protest was denied.
