A firm protested the specifications in a Navy solicitation for a punch press, contending that the: (1) specifications unduly restricted competition; and (2) Navy failed to issue written amendments to oral solicitation modifications, specify proper evaluation factors, or provide sufficient information for proposal preparation. GAO held that: (1) the Navy properly based the restrictions on the size limitation of the room; and (2) since the protester could not meet the requirement, it was not an interested party. Accordingly, the protest was denied in part and dismissed in part.
