A firm protested a Federal Aviation Administration (FAA) decision to utilize in-house personnel for its training courses, rather than exercising an option under the protester's contract. GAO held that it would not review the FAA determination not to exercise the contract option because: (1) that was a matter of contract administration; and (2) FAA did not issue a competitive solicitation. Accordingly, the protest was dismissed.
