A firm requested further reconsideration of the dismissal of its untimely protest against alleged improprieties in a Navy solicitation. GAO originally held that the protester untimely filed its protest after bid opening. Upon reconsideration, GAO upheld its original decision. GAO held that, although the protester contended that the protest was timely because it was separate from the bid, the Navy received the protest in the same envelope that contained the bid. Accordingly, the original decision was affirmed.
