A firm and two individuals protested the Army Corps of Engineers' termination of leases it awarded them for housing units, contending that the Corps' termination of their leases, while maintaining two others, constituted an improper award of contract, since it failed to use competitive procedures in deciding which leases to maintain. GAO held that the Corps' decision to terminate the leases was a matter of contract administration, which it would not consider. Accordingly, the protests were dismissed.
