A firm protested the General Services Administration's (GSA) failure to terminate a contract for briefcases, contending that the awardee was unable to obtain approval for its pre-production samples. GAO held that, since the matter was one of contract administration, it would not consider the protest. Accordingly, the protest was dismissed.
