A firm requested reconsideration of the dismissal of its untimely protest against the Army's decision to have the Defense Logistics Agency perform a preaward survey to determine its eligibility for award. GAO held that the: (1) protest was premature because the Army had not yet decided on the protester's eligibility; and (2) Small Business Administration would have the statutory authority to review the matter if the Army rejected the protester's bid. Accordingly, the protest was dismissed.
